We are currently seeking a Director of Environment, Economy and Infrastructure who will work across a wide portfolio of services including all aspects of environment, planning, economic development, regeneration, skills, carbon neutral and the green economy, community safety, transport and highways and has corporate responsibility for strategic service commissioning for these areas. The role reports to our Deputy Chief Executive and is supported by three ADs in the tier below.
This is a crucial new post for North East Lincolnshire Council, and as such we are seeking candidates with the drive, determination and energy to lead the continued regeneration of our place as well deliver high quality, value for money front line services to enhance the space we live in, work in and visit. You will be able to anticipate, adapt and respond to a complex range of local and national priorities, exploring different delivery models to improve performance and build on the excellent progress we’ve achieved so far. We are also the accountable body for the new Humber Freeport, which will open up huge opportunities for NEL and the wider region (see https://humberfreeport.org/).
In addition, you will provide clear a strategic focus and an engaging narrative that enables our workforce and our partners to align their efforts with our aims and vision. The ability to manage and develop effective working relationships across a broad range of stakeholders is critical to the success of this role. We are therefore seeking candidates with extensive experience and a proven track record of success in delivering high profile and strategic projects and plans.
We have identified within the Council Plan what needs to happen over the next 3-5 years, including major regeneration plans, an ambitious economic recovery plan, a road map to tackling the climate emergency, as well as ensuring our operational services continue to deliver across the borough.
To achieve our vision around ‘place’, we will look to restore, reshape and replenish our Borough by creating an environment where businesses flourish, our residents have access to the necessary skills to adjust to a changing business environment, and where there are new opportunities for the local workforce, now and in the future. The key elements to achieve this are:
- Strategic Housing Plan which will seek to reduce empty properties within the community, as well as delivering on key strategies/plans through appropriate engagement, consultation and joint working with stakeholders.
- Local Transportation plan which has a major role in facilitating and sustaining growth by enabling and supporting the transport infrastructure.
- Ensure that our residents have access to the jobs which are proposed as part of the economic growth through a focus with our partners on the skills that are needed and actions to address them.
- Develop strategies and plans to progress to net zero by 2024.
- Develop strategies and plans to protect and enhance our natural assets and wildlife.
- Develop an integrated resort management approach in Cleethorpes including a modern and responsive tourist offer.
